How access would work.

  • You describe the question and the use. Not a dataset request — a question, because the answer determines the level of aggregation.
  • Contributors whose data is involved are told which uses exist. Access to shared data is never granted over their heads.
  • You receive aggregates, with their coverage and their limits attached. Never individual records.
